Harmonisasi Hukum Peningkatan Kualitas Peraturan Daerah Kabupaten Kolaka Utara

Abstract

This study aims to analyze the role of legal harmonization in improving the quality of Regional Regulations (Peraturan Daerah) in Kolaka Utara Regency. Legal harmonization is considered essential to ensure vertical alignment with higher-level regulations and horizontal consistency with regulations of the same level, so that regional regulations are consistent, implementable, and responsive to public needs. This study uses a normative juridical method with statutory, conceptual, historical, and empirical approaches, and data collection through literature review, interviews, and documentation. The results indicate that legal harmonization has not been fully optimized due to limited capacity of regulation drafters, weak inter-agency coordination, and limited public participation. By implementing harmonization systematically and adhering to the principles of good regulatory drafting, regional regulations can serve as effective legal instruments to support regional development and public services. The study recommends strengthening human resources capacity, improving inter-agency coordination, building a comprehensive legal database, expanding public participation, and applying an evidence-based approach in drafting regional regulations.
